Why Hawaii, why now
The Lōkahi Healthcare Accelerator represents a transformative opportunity to unify Hawaii’s health ecosystem. Spearheaded by the EP3 Foundation and the Hawaii State Health Planning & Development Agency—with support from Governor Josh Green, the legislature, and a broad coalition of partners—Lōkahi will harness Privacy Networks and the Privacy Network Exchange to integrate care delivery, payments, public health, patient safety, and clinical research. The result: a privacy-preserving, AI-optimized personalized health marketplace that drives better outcomes and greater value for all.
What Lōkahi is building
The goal is to incubate innovation that improves healthcare outcomes and reduces costs while expanding access for underserved and rural populations. The initiative provides for common coverage requirements, risk pooling, and value-sharing, and covers the entire population including patients covered by Medicare Advantage, Medicaid, state, employer-sponsored and commercial plans, the VA, and safety net programs.
How the network works
The infrastructure, services, and governance capabilities incubated by Lōkahi participants will be assessed and certified to verify privacy, cybersecurity, and regulatory compliance, and enable on-demand user access and automated data rights enforcement across disparate organizations and systems on a global scale.
